The old "mono" package, and truth be told the new "mono-runtime"
package, don't actually do anything useful - they don't rely on any
class libraries, and as a result, can't actually run any applications. I
don't feel a transitional package from one largely pointless metapackage
to another largely pointless metapackage is an improvement.
The closest we have to a "kitchen sink" package is mono-1.0-devel for
.NET 1.1, and mono-2.0-devel for .NET 2.0
