According to GNOME HIG http://developer.gnome.org/projects/gup/hig/2.0/desktop-integration.html#menu-item-tooltips
menu item tooltips should be phrased as an imperative verb.

"write" or "check".

tomboy's menu entry's tooltip is not a verb. It is "Simple and easy to
use note-taking"
