This is what a user has commented about the issue:

"The icon wasn't removed intentionally as far as I know. It was most
likely they just forgot, as backed up by the fact they provided a 22x22
and 16x16 versions as well as the scalable icon you're seeing right now.
The tango icon guidelines define 4 basic sizes, these are 16x16, 22x22,
32x32 and a scalable SVG version with a default size of 48x48 (note that
the 32x32 size was added to the guidelines 'after' the tomboy icon was
created). For historical reasons though, Gnome uses 24x24 icons and
until the time when it uses 22x22 we simply provided the 22x22 version
with an extra 1 px transparent border as the 24x24 version to maintain
compatibility. Again, it seems to me that the developers simply forgot
this when putting out this release".
