[ubuntu-mono] [Bug 67629] default build/execute directory is /bin/Debug

Public bug reported:

Binary package hint: monodevelop

When trying to build stuff I wrote it say something about no permissions
to /bin/Debug. (maybe it should be set to ~/Debug or
~/.monodevelop/Debug instead...)

I couldn't find where to change the default dir so I:

sudo mkdir /bin/Debug
sudo chmod 777 /bin/Debug

as a quick solution...
