But when I start my system I get the first one again, and it is cut in
the upper and lower sides. It definitely doesn't fit the panel, and I
can't resize the panel every time I start the system just to make the
tomboy icon look good.

Can't we use a 22px icon for normal panel width, instead of a scalable
one?
