[ubuntu-mono] [Bug 69775] installation of libgtk2.0-cil should be dependent on libmono-cairo2.0-cil

Public bug reported:

Certain methods within GDK invoke Cairo operators.  Thus, this package
depends on libmono-cairo2.0-cil.  We were tracking this bug originally
as being an F-Spot bug, but on further inspection it appears to be a
