Public bug reported:

Binary package hint: beagle

On a fresh Dapper install, after installing beagle the beagled daemon is
running but nothing in indexed by default. Going to
System->Preferences->Search & Indexing and unchecking then rechecking
the "Index home directory" option will cause beagle to actually start
indexing files.

The problem seems to be related to no files existing in ~/.beagle/config/ until this box is checked, at which point the following files are created in this directory:
daemon.xml indexing.xml networking.xml searching.xml webservices.xml

** Affects: beagle (Ubuntu)
     Importance: Untriaged
         Status: Unconfirmed
