[ubuntu-mono] [Bug 47816] building -dbg package for f-spot fails

This is in dapper.
I was not able to build a -dbg package for f-spot by following the
instructions here:
https://wiki.ubuntu.com/DebuggingProgramCrash
The following error stopped me:
# debi f-spot*changes
dpkg: error processing f-spot_0.1.11-1ubuntu1_i386.deb (--install):
failed to open package info file `/var/lib/dpkg/tmp.ci/control' for reading: No such file or directory
Errors were encountered while processing:
f-spot_0.1.11-1ubuntu1_i386.deb
debi: debpkg -i failed
Attempts to install the package with dpkg -i also fail with a similar
error.
Attempts to open the control.tar.gz or data.tar.gz inside the .deb
package with file-roller for inspection produce this:
gzip: stdin is encrypted -- not supported
tar: Child returned status 1
tar: Error exit delayed from previous errors
