[Japan] Notice of Toyama University mirror closure and request to update jp.releases

Hello mirror server admins, especially Canonical IS,

We, the Ubuntu Japanese Team, would like to inform you of the closure
of the Toyama University mirror servers due to hardware deterioration,
aging maintenance members, the need to consider a new architecture
(Japanese mirrors do not have a CDN design), and increasing
operational and security risks.

As an emergency measure, the servers were shut down on January 27th.
We kindly request that the configuration for "jp.releases" be updated
to point to the official default CDN.

A project for a successor mirror may be considered in the future.
