htaccess redirect issue for mantic (23.10)

Thanks for reporting this. We haven't gone through the steps to
archive Mantic to old-releases.u.c even though it has EOL.

I've put in a work around which should sort it out in an hour or two
when the sync jobs run and filed an internal ticket to proceed with
archiving Mantic / 23.10 to old-releases properly.
