Is there something that is more local in the US?

I know CentOS provides multiple different locations, methods on replicating a mirror. Is there one such directory that you know of? I have not found such a directory/webpage researching the subject on the Internet

If I understood you correctly, you're happy with a mirror that offers rsync.

Try rsync://ftp.halifax.rwth-aachen.de/ubuntu/
