Promote Thailand Ubuntu-Archive Country Mirror

Dear Ubuntu Mirror Team,

             About a half year ago. Thailand country ubuntu mirror (th.archive.ubuntu.com) point to  mirrors.psu.ac.th. Because old server very old and not stable, it change point to archive.ubuntu.com . But now we buy new server and startup about 1 week. It’s very stable.

             We want to promote mirrors.psu.ac.th to country ubuntu mirror (th.archive.ubuntu.com) again.
