Hi, all.

The Chinese University of Hong Kong (CUHK) set up a archive mirror recently.
https://launchpad.net/ubuntu/+mirror/ftp.cuhk.edu.hk-archive

This is the only local archive mirror in Hong Kong currently.
hk.archive.ubuntu.com points to UK server.
Users select HK time zone in Ubuntu setup would lead to a very
time-consuming installation process.
Some people do installation with Internet disconnected by intention.

So I'd like to know:
1. How long does reviewing take?
2. How can this mirror become the country mirror in Hong Kong
(referenced by hk.archive.ubuntu.com) ?
3. How can this mirror be seen in older releases?
