[Mirrors] SSH errors from archives trigger

This problem was also reported on IRC (freenode, #ubuntu-mirrors) by
myself and a few others. The problem was then reported in rt.ubuntu.com
at request of Canonical employees(?) and was fixed a couple of days
afterwards.

There seems to be no processflow on handling these kind of issues at
Canonical. No-one seems to be or wants to be responsible for this
communication.

Now i don't expect Canonical to help or provide support for all the
kinds of rsync version incompatibilities, routingerrors and general lack
of Linux clue which seem to surface at a number of mirrors. I do however
expect them to listen and talk to the mirroradmins with whom they have
agreed to set up these triggered synchronisation 'relationships'.

Other projects we mirror tend to have a (moderated/very low traffic)
mailinglist for their mirrorcontacts to receive emailupdates on
releases, problems and the likes... 

This rt.ubuntu.com thing is new for me, perhaps that works.
