Local Ubuntu Mirror

I'm still very interested in seeing a MirrorManager-like instance for Ubuntu mirrors set up, which would allow for this quite easily.

Is there a way to forcefully redirect the client to Local Ubuntu Mirror ? The reason being we do not want to choke Internet bandwidth while visiting Global Ubuntu Mirror.
