how to rsync the ubuntu-mirrors?

Do 'apt-get clean && apt-get update' first to see if that fixes the problem.

Are you just using rsync directly to sync? You probably want to do a
two-stage sync, due to the way debian/ubuntu archives are setup.
There's a script (ftpsync) that you can use to properly mirror [1].
