New Hong Kong mirror and DNS issues

Hi,

There is a server in Hong Kong mirroring Ubuntu (under progress), and
is intended to become official Ubuntu mirror. However, it lacks a
proper domain name from ubuntu, so until some domain name change
can be done on Canonical's side, it doesn't look good to simply add
an IP address to wiki page.

Is it OK to:
1. point both ubuntu-hk.org (DNS, not redirect) and
    hk.archive.ubuntu.com to 202.134.73.142
2. change ubuntu-zh.org (again, DNS) to this IP as well?

For (1), this server is the first one in Hong Kong.
For (2), this is an agreement among various Chinese teams (CC'ed).
