Ensure using correct endpoints for rsync; switch to dedicated rsync endpoints

This applies to Ubuntu Ports too, DNS entries added yesterday
(apologies for breaking rsync.ports.ubuntu.com in the process):

  * gb.rsync.ports.ubuntu.com (GB/UK)
  * us.rsync.ports.ubuntu.com (USA)

Please switch your mirrors and ensure that they're using the dedicated
rsync endpoints above, or rsync.ports.ubuntu.com which includes both
and upcoming servers in upcoming DCs.

This is all part of work to separate the workloads so that we can
better scale out and improve the performance of the mirrors.
