syncproxy.ubuntu.com (syowa) changes

If you mirror from, or are triggered by, syncproxy (currently
syowa.canonical.com), you will need to make changes.  If you do/are not,
then you can ignore this email.

Early next week the machine that is currently syncproxy.ubuntu.com will
retire.

Going forward, please use:
- rsync://releases.syncproxy.ubuntu.com::releases for mirroring releases.ubuntu.com
- rsync://archive.syncproxy.ubuntu.com::ubuntu for mirroring archive.ubuntu.com
- The hostanme "syncproxy.ubuntu.com" is now deprecated, though it will
  continue to work through at least the rest of the 11.10 cycle.
Access credentials will remain unchanged.

All three names are currently in the DNS and pointing at syowa.  Early next
week the IP addresses will to change to point to the new host(s):
  91.189.92.172 archive.syncproxy.ubuntu.com
  91.189.92.173 releases.syncproxy.ubuntu.com

We would like to use this opportunity to update the registration for all
triggered hosts.  We will be contacting administrators of triggered hosts
on Monday to make sure that they have seen this announcement, and have
updated any needed firewalls for the new IPs, and to reconfirm their
contact information.  After the release of 11.10, we may drop any
non-reconfirmed triggers.
