According to the link it says "Priced applications are currently only 
available to users in the following countries: ..."
So this means only for the paid apps and not for the free apps.

I've never paid a priced app, since I don't have to, so I also don't 
know how to pay.
My brother has an iPhone and he told me he needs a CreditCard (like Visa 
card) to pay for the apps.

But if it's impossible to download free apps, than this is very strange. 
What about downloading from other sites instead of the Android Market?
By the way there's always a way to tunnel the apps to another computer :p
Create a VPN connection to my server and you can download everything, we 
should try it once.
