Just read Martin Ownes post about file formats

The standard for content in VLE (Virtual Learning Environment) systems SCORM 
(Shareable Content Object Reference Model) was created by ADL (Advanced 
Distributed Learning) a US government agency.

Why not use this then your work will be compatible with a cross-platform 
International standard.
