I got the first digest (including above message and 5 messages before
that) almost immediately after posting it.

Looking at the original I find that the MIME Digest comes as a
multi-part content. The top part giving various list addresses for
posting messages, subscribing etc and the next part listing titled
"Todays Topics"; and each of these two top parts have following part
headers:

> Content-Type: text/plain; charset="us-ascii"
> MIME-Version: 1.0
> Content-Transfer-Encoding: 7bit

So, as they are 7 bit and us-ascii,  in "Todays Topics" listing tamil
content appears as question marks only.

However each of the individual messages below the topics, has own
multi-parts consisting of mostly message header (listing From, Subject
etc fields) and message body. A message header typically has the
following:

> Content-Type: message/rfc822
> MIME-Version: 1.0
> Content-Transfer-Encoding: base64

And the message bodies with Tamil content parts are with
charset=utf-8, Content-Transfer-Encoding = base64 or quoted-principle
(that depends on sender's setting, I guess) and Content-Type=
text/plain (plus text/html if sender uses html mail sending option)
etc

The net result is that while the Tamil content in the Topics lists are
all question marks they are readable in the messages and their
headers. See attached screen-shot .

Based on some of the postings seen in the "Freetamilcomputing" mail
lists my guess is that it is with the default option of for Plain Text
Digest one gets question marks for Tamil content everywhere in the
digests.

So digest subscriber changing from the default Plaint Text Digest
option to MIME Digest is a partial solution in that Tamil content in
at least all messages should be readable.

The full resolution of the bug  would be if we could get rid of the
problem for any option everywhere in the digest.
