[உபுண்டு_தமிழ்] help with windows kbd

i have a new system and struggling to fins a way to continue my translation
work.
there are issues with the linux kernel for this MB and processor and so it
will be sometime before i can install ubuntu in this.
so give a phonetic kbd for windows

trying tamizha and unable to figure it out for phonetic kbd
is there one?
