In a freshly installed Edgy, sans Internet connection, I installed
debs.tar.gz, using the command: sudo dpkg -iR  on the home folder
containing  the debs folder extracted from above (-R option is for
"recursive")

All are installing but for libscim installation there is some bug. I have
attached my terminal output (ta-debs-install-to-edgy.txt) to this
emssage.  Here is the part in that file showing us the error:

So the missing dependency according to it is libgd2-xpm

However even with this bug all m17n are working with scim. And of course in
Synaptic Package Manager, libm17n-0 is shown (red marked) as broken
dependency status and I suppose if I do reinstalling of it from on line repo
it should get cured.

But for the completion your tamildebs package  (for its intended purpose of
benefitting those without internet access) you have to solve the bug, I
think by  including installation of libgd2-xpm in the debs pack and testing
again. I can check in same installation (which is still not online updated)
by including libgd2-xpm and reinstalling the debs package in due course and
report on it.
