As Henning pointed out, this is still in force.

If that is the case, I'd like to point you to this e-mail from Danilo
[1] in which he describes the change of translation precedence policy in
Launchpad (that was in Dec 2008). There are a couple of additional
e-mails by Jeroen [2] and Henning [3] which further clarify the details.

Please do read them, since they are quite comprehensive and explain the
workflow quite well. But basically, it all boils down to this quote:

"now upstream ("packaged") translations will be given more priority in
specific cases. Yet, Launchpad Translations keeps the ability to
override any specific upstream translation if so is desired."

Ubuntu translators should only explicitly change upstream translations
if it's a genuine bug fix, so that users can benefit from those fixes
through the regular language pack releases. They should then submit
those changes upstream, for example using the "partial PO export"
feature [4].
