When I started in the business of internet routing (back in the mid to 
late 80's) this spelling was actually quite common. Certainly it was 
extremely common in the pre-internet telephony world. I've seen it 
gradually die out as the (to my mind) more transatlantic spelling has 
become dominant.

So to answer your question: I'd say that routeing is probably the 
"correct" British technical spelling, but the American spelling is 
overwhelmingly used these days.
