automation of SLA( service level availability)

Hi Everyone,

I need some help integrating a system on Ubuntu; here are the details:

DEVELOPMENT & IMPLEMENTATION OF AN ONLINE END TO END SERVICE MANAGEMENT 
SYSTEM
I seek to have  mechanism that can enable me to collect, promote data 
from managed system i.e From PE {provider equipment}router that linking 
to CE{customer equipment) router,since PE and CE router can communicate 
with each other,PE router can be able to capture down time and uptime 
for CE,Parameter here is time we therefore seek to capture such inform 
from PE router.information captured we want it to  updating our database 
  from there our application should be able to automate sla report.
