3G Troubles?

My huawei usb modem claims to be CDMA which I thought is 3G.Only that my web
connection on the telkom wireless is so bloody slow.Should 3G supposed to be
heavenly fast or is the problem with my ISP.Maybe its the settings on
wvdial.Is there a way I can up the speeds; right now its 1.00 am offpeak but
its 3kb/s browsing.
