I need xubuntu

Hi everyone. Its John here. Now i hav a PC which didn't meet the Ubuntu requirements. I was told it wud jus use Xubuntu. So is there anyone in kenya  that has the Xubuntu OS so that they can help me with a copy.If anyone has it pliz reply so that i can know how to get it. Thank you very much. (also I wud like to ask if RED HAT is an Free Open source software. )
