私も荒井様の提案通り、GUIベースでの起動で一度確認してみるのが楽だと思います。
また、カーネルモジュールのインストールがされていない場合も同様のエラーが出ると思います。
もしご存じでしたらすみません。
sudo /sbin/vboxconfig
でエラーが出るか確認してみるのが良いと思います。
もしエラーが出るようであれば、カーネルヘッダーをインストールした後、再びvboxconfigを実行してみてください。
sudo apt update
sudo apt install build-essential linux-headers-$(uname -r) dkms
sudo apt reinstall virtualbox-dkms
