Election of the 2019 November IRC Council ended, results available

Hello all,

The election of the 2 seats on the Ubuntu IRC Council has ended. The
official link to the CIVS results can ben seen at [1].

The following is a summary; please see [1] for details.

Rank 1:  elky/el (0): vs. 2 : (8 - 8) vs. 1 : (5 - 13)
Rank 2:  dax/rww (2): vs. 1 : (5 - 12)
Rank 3:  wildmanne39 (1): vs. 2 : (12 - 5)

As such, elky and dax are elected in the IRCC; given elky is already
in the council, she will just keep on. Dax will take his seat on
2019-11-29, at end-of-term for Flannel.
