New operator appointments

Hi everyone,

The IRCC has voted on some operator appointments. The following additions
will be happening soon.

#ubuntu-offtopic: Seednode

#kubuntu: Unit193 and rww

#ubuntu-motu: rww

#ubuntustudio: cub


There are still people who applied after this round of applications began
processing, and we will look at these soon.

The IRCC thanks everyone for their patience with the various delays in this
series of appointments. We are looking at ways to prevent future delays in
appointing ops.
