Pending requests for OPS access on our channels -- +1/-1 needed

Walter Lapchynski would be a great IRC op in #lubuntu-offtopic for several
reasons.

First of all, he is responsible and can handle the position of op. I made
myself an IRC channel and opped him, and he has proven himself effective
with preventing spammers and doing what needs to be done. If you need logs
to back that up, please let me know and I will be happy to provide them
over DCC(my nick is tsimonq2 and that would be the easiest method).

Second of all, he is already high up in the Lubuntu hierarchy, so it would
probably make his job a little easier when having those positions.

A quick note, I am a little under the weather, so this is not as much as I
could say, but it is all I can think of at the moment to support him.
