IRC Supporters Guide

Hi all,

This week a bunch of operators were collaborating on producing a 
supporters guide for people who want to help others in the #ubuntu 
channel and our other support channels.

We would be interested in comments and corrections (it is a wiki, feel 
free to edit and improve it) and thoughts on how we should alert people 
to the existence of the guide.
