Quorum was not achieved in today's IRC Council meeting, but a few
items were discussed.

Summary:
* Several new bugs, due to council pushing issues into public when
possible. https://bugs.launchpad.net/~ubuntu-irc-council
* topyli's action item to issue a call for ops in #lubuntu not done.
re-added to topyli's todo list.
* IRC Guidelines review in good progress.
* Discussion about auto-removal of quiets. Ongoing, needs team feedback.
* Discussion about automatically informing banned users about the
appeals process, and about expected behavior in -ops.
