IRC Council meeting time change.

Hi all!

The IRCC has decided to change one of its meeting times so that more
of the council and community can take part in at least one of the 2
meetings per month.

Our new meeting times will be on the second Saturday of each month at
11:00 UTC and on the last Sunday of each month at 18:00 UTC in
#ubuntu-meeting.
