etiquette guidelines:-

We expect users of these lists to conduct themselves in an appropriate
manner. This list is managed by those people listed at:-
https://lists.ubuntu.com/mailman/listinfo/ubuntu-irc
They are able to set a user to be moderated, or indeed to un-subscribe
and/or block them from the list.
I would expect those individuals to take appropriate action if they
believed the list was being abused by users.
