Call for operators in #ubuntu-server

Hi Ben,

Too late, the application period ended on the 5th. It's just that us
(the IRC Council) are being exceptionally slow this time with choosing
the ops.

Note however that you can apply any time on Launchpad and we'll look
at it next time when we need more ops. Instructions:
