#ubuntu-* namespace policy

Has there been any matching discussion about whether there should be
guidelines on Launchpad teams with such names?  If such a thing were
in progress we'd probably want to share processes, but if not we'll
need our own.

As a start, I'm somewhat inclined to say that if it's support-related
it should be allowed (like #ubuntu-eeepc), although that also runs
into our long-running debate about support fragmentation.  As for
things like -smokers or -cyclists, it probably makes more sense for
those to be ## channels, since they're more tangential to Ubuntu
rather than really an aspect of it.
