I'd only like to point out that #ubuntu-offtopic mainly lives out of the 
regulars chilling out in it, not of ops enforcing rules (although ops are 
sometimes also channel regulars), and so I'd say any important decision on 
its running shouldn't be taken without regard for the regulars' perception of 
the channel, or the risk will be that of alienating users and ending up with 
a channel devoid of any content.
