Floodbot open proxy autoban.

I'd actually like to see this functionality for auto banning of hosts
removed,

the majority of addresses it bans are dynamic IP's.

Open proxy's are freenodes job to deal with at a network level, I don't
think our bots should be doing this.

The best situation I'd accept would be if it parsed a file that we
manually added KNOWN long term open proxies too, rather than it banning
a lot of dynamic ip's that come and go.

This a.) hits false positives b.) fills up the ban list.
