I think it adds a complication that isn't necessary.  The "improper
conduct" will have occurred in a public channel which is logged; so
that is what will be reviewed.  I don't see much value (before
deducting the cost) in the logs of the private channel, and managing
who has access to them seems like way too much trouble.
