IRC operator requirements

Hi all!

The IRCC and CC have been working together recently to produce a set of
requirements for incoming operators, as well as a new way for operators to
apply for operator positions that open up.

This mail is just to let the Ubuntu IRC community know what has been going
on, and allow people to take a look at the requirements. Please note that
these are not in force, or finalized yet - we will let you know when they
come into action.
