Core IRC channel ops renewal

Hi all!

My apologies about the slight mess up with the launchpad teams. I have fixed
the issue and the people that know tell me you should all get some mail
tomorrow allowing you to renew.

However, that said, I would like to take this opportunity to remind you that
if you renew, you need to agree to the new operator requirements, as
detailed on this page:
https://wiki.ubuntu.com/IRC/IrcTeam/OperatorRequirements

Please read that and make sure you are able to fulfill the requirements, and
if not, please do not renew.
