To be honest, I've often seen people ask for discussions to be moved out of 
#freenode into #defocus (that's the channel) for even very short pieces of 
offtopic material. Sometimes that might be due to some overzealous channel 
dwellers, I suppose, but I still get the impression a no-offtopic policy is 
quite effectively enforced.

(Maybe it was yesterday and is not today, though!)
