In what sense doesn't the channel works? Issues are resolved, bans are
discussed and moderated, and ops give heads-up to other operators if a
potential issue is appearing in one of the channels.
I think it works exactly according to the intention Jussi described.

I see #ubuntu-irc primarily as a contact point for LoCo channel
discussion/management. Granted, not much happens, but wouldn't that just
imply that the individual LoCo channels are handling their own problems?

I can only speak for myself, but I think the two ideas Jussi suggested
(or similar ideas) are the best approaches to the situation, for the
same reasons I, and several others, outlined at yesterday's meeting.
