Ubottu factoid editing rights

Hello everyone,

At the last IRCC meeting[1] it was decided that all operators in core
channels[2] should have factoid editing rights for ubottu. The changes
have now been made and all operators in core channels should have
access now. If you want to test your access you can play with the
factoids !foo, !bar, !baz and !test, just please revert the changes
after :)
If you are an operator in a core channel, but can not add/edit
factoids, please poke a member of the IRC Council and we'll fix that
for you.

For operators currently in the probation period[3], you have a
slightly restricted edit access. You can add/edit any factoid, but you
must do so in #ubuntu-ops (rather than another channel or in /msg).
Once the probation period and review are over, you will be given full
access.

For all editors it may be a good idea to make adding/editing factoids
in #ubuntu-ops a habit, so others can see what factoids are added or
changed. But this is, of course, optional.

I would encourage everyone to have a look at the Encyclopedia usage
documentation[4] as it can take some figuring-out.
