There are those users who use these offtopic channels simply because
they are not as busy as #ubuntu-offtopic. I would question whether or
not Xubuntu users will be told to move to #xubuntu, as they are told in
#ubuntu many times. 

Since Xubuntu irc-ops monitor #xubuntu-offtopic, I fail to see it
changing any workload for operators monitoring the channel by deleting
it. As it is now, anyone can use #ubuntu-offtopic by choice. However,
not all users are comfortable using it, because it is a busy channel. 

I think there are benefits to allowing the individual offtopic channels
to remain as they are.
