Stepping down from the IRC team

I'm dropping out of the LoCo setting. I'll still maintain the LP teams
and host the website until a suitable replacement is found, however I
no longer intend to manage the channel. My bot can remain in the
channel, but no access will be given to it.

I've dropped many other channels I've been active in. I have a few
Ubuntu goals left to accomplish, but my enthusiasm will be limited to
these activities only.

I intended to see where this situation was in 10.04. However, a
situation that was brought to me today changed that opinion. From now
on I will be using Ubuntu in a server setting only (for now).

I wish the attitudes could have changed. It sucks because some issues
were brought up and ignored. I saw a few members admit they see issues
that need to be solved but seem to have left at the point. I think all
the people that didn't disagree understand why specifics were not
mentioned. Those that didn't really need to read this again.

Either way, I'm (mostly) out.
