Your requests have primarily been for the CC to weigh in on subjects
and to ratify a document that requires more discussion, not
encouraging the community to work on it. The community is perfectly
welcome to continue discussions, it's encouraged, please do! Councils
within the community are not meant to be top down dictators within a
project, they represent the project members and make tough decisions
when they need to be made for the good of the project and based on
feedback from members. Now, from what I see it's these concrete
decisions on editing and finalizing the document that's the
problem/impasse here.
I'll use the Scope as an example as to why this is such a problem right now...
In spite of explaining the freenode relationship between the IRCC and
themselves, it's a complicated subject that needs to be discussed and
worked through. The CC has delegated responsibility for handling this
to the IRCC so that the CC doesn't need to be experts in all things
IRC, including things like the freenode relationship. As a CC member I
*really* don't want to see us being the ones pouring over freenode
group policies, collaborating directly with the IRC community and
making these decisions, we want the IRCC to be handling this.
To do this, we need a fully staffed IRCC back in place. It does cause
a bit of a chicken and egg problem here, but as previously mentioned,
I don't believe any of the items in the document are so vital right
now that they need to be in place before the new IRCC is in place. I
do agree that gathering community input (from the past, now and
future) regarding the document and getting it ratified should be one
of the first things the new IRCC does.
Also, I sense some distrust here, so please note that the CC is taking
very seriously the input from the incumbent IRCC and from the
community regarding nominees (if you have some and haven't told us,
please do!). I am confident that the new IRCC will reflect the needs
of the community.
